HOW TO USE THE
GSA SCHEDULE


Enjoy simple procurement of the following services under REEP's GSA Contracts Contract # GS-10F-0193K for Immersion, Isomersion, Home Station Language Training, or Contract #GS-10F-0053L for Leadership Workshops and Battle Staff Rides.

The purpose of this document is to interpret regulations and simplify the procedure which allows you to order REEP products through the GSA system.  The entire procedure can be completed in less than a week.  For more information about GSA, and the benefits of purchasing products through the GSA visit http://www.fss.gsa.gov/schedules.
 
 

SIMPLE STEPS FOR PURCHASING SERVICES THROUGH THE GSA

Once you have established the need to purchase a service, inform your contracting office of what you are doing.

Purchase Under $2500.

If the product that you need is under $2500 just order it from REEP.  REEP takes Government credit cards.  No other action on your part is needed.  Please note that you cannot split a training event into components to create separate items priced at or less than $2500.  For example, two students going to the same place for immersion at the same time MUST be combined.

Purchase Over $2500.

What you or your contracting office needs to do:

Review 3 vendors' schedule pricelists and select the Best Value.  You can view offerings from vendors with GSA Schedules by visiting http://www.gsaelibrary.gsa.gov/elib/eLibrary.jsp. Under "What are you Searching for"? type in language services.  You should then select the language service in which you are interested.   When determining a best value product you may consider the following:
 


Note.  If you are ordering multiple items you should ask vendors for price reductions based on volume.

Document why you made your choice and place order directly with REEP.
 
 

Blanket Purchase Agreement (BPA)

One of the easiest methods of purchase under the GSA is the Blanket Purchase Agreement (BPA).  Setting up a BPA with a Federal Supply Schedule contractor is a way to fill recurring needs while taking advantage of quantity discounts, saving administrative time, and reducing paperwork.  Visit the GSA website for information on how to make a BPA.

Put simply, you can order all of your language and leadership training requirements at one time.  The duration of the effort can be for one fiscal year or, by indicating that the agreement is contingent on funds being available in later years, for as many as five years.  The agreement can be written as Requirements Agreement.  This means that you spend nothing until you need the service, but the agreement is already in place when you need it.  A Requirements Agreement for Language Services with REEP based on GSA Contract# GS-10F-0193K could remain in effect until 17 April 2005.  A Requirements Agreement for Leadership Training Services with REEP based on GSA Contract# GS-10F-0053L could remain in effect until 14 November 2005.  Visit www.fss.gsa.gov/schedules/bpa.cfm for all necessary information about how to arrange for a Blanket Purchase agreement.  Following are sample Statements of Work for Overseas Language and Cultural Immersion Training, Isomersion Language Training and Battle Staff Rides including Leadership Workshops.

Battle Staff Rides
 

REEP provides Battlefield Staff Rides (BSRs) consisting of Leadership Workshops, en route instruction, Battlefield Terrain Walks, and all associated logistical services.  Training is provided to Government-identified personnel at sites determined by individual requiring activities.

BSRs ordered, and fees charged, are based on number of days and overnights required to visit and study a battlefield.  The number of days required depends on the distance of travel and the number of sites to be visited.

One (1) day BSR (with no overnight).  This BSR must be completed in less than 24 hours (no overnight).
Two (2) day/one (1) overnight - 2/1 BSR.  The BSR must be completed in 48 hours.
Three (3) day/two (2) overnights - 3/2 BSR.  The BSR must be completed in a three-day period.
Four (4) day/three (3) overnights - 4/3 BSR.  The BSR must be completed in a four-day period.
Five (5) day/three (3) overnights - 5/3 BSR.  The BSR has to be completed in a five-day period.
Six (6) day/four (4) overnights - 6/4 BSR.  The BSR has to be completed in a six-day period.

A final option allows for organizations to travel and participate in the European or Pacific Area Staff Rides offered by REEP.  The organization transports itself to Europe or the Pacific location and REEP conducts the chosen staff ride in that location for the required number of days.

COURSE DESCRIPTION

Standard class size is twenty-five (25) students.  Additional students in multiples of 1 can be ordered separately for each BSR to increase class size up to 45 students.  Services shall consist of training and logistical support as follows:

1.  Combat Leadership Workshop (CLW).  This course is a preparatory class for each ordered BSR, either at the organization's location, or on the bus en route to the battlefield, or the hotel, or any combination of these, as appropriate for the organization and circumstances of the BSR.  The objective is to provide insight into the characteristics of a good leader during combat and the elements of personal/inspirational dynamics which enhance the leadership potential of an individual to be successful.  The workshop includes an introduction to battlefield dynamics, the identification of the ten principles of combat leadership, and the battlefield dynamics and individual leadership characteristics that pertain to the particular battle selected by the requiring activity for study.  If the requiring activity wants the CLW conducted at their home station, it will be conducted the day prior departure.

2.  En route instruction.  En route to the battle site, REEP provides a qualified instructor who conducts on-bus instruction, to include videos and cassette tapes of key combat veterans.

3. Terrain Walks and Historical Analysis.  At the battle site selected by the requiring activity, the REEP provides a qualified instructor with expertise in the dynamics and events of the battle under study.  This instructor provides an analysis of the battle, emphasizing significant unit actions and individual leadership performances which affected the battle.

4.  Logistics.  REEP provides all logistical support necessary to accomplish a complete Battlefield Staff Ride.  This support consists of bus transportation, hotel accommodations, and two (2) meals for each participant for each day of the Staff Ride.

Bus transportation.  Buses include toilet, air conditioning, video equipment, and a driver who is knowledgeable of all battlefield routes and the locations and times of pickups.

Hotel accommodations.  The hotel will be a two or three star hotel.  Rooms are single or double rooms with separate beds, shower, and toilet.  0-5 and above, plus E-9 receive single rooms.

Meals.  REEP provides 2 meals per day, breakfast and either lunch or dinner for each participant on each day during the Staff Ride.  Whether lunch or dinner is provided will be coordinated by the unit with the contractor.
 

PROFESSIONAL STAFF FOR TRAINING PURPOSES

Instructor qualifications. The contractor shall provide fully qualified instructional personnel who, at a minimum, possess a Bachelor's degree in history from an institution of higher learning from the US or from a Host Nation country.  These personnel are able to document training in military history, have detailed knowledge of the battlefield dynamics of the battle they are presenting, and can document expertise in the principles of military leadership and the principles of war.  All instructors have a minimum of one year experience as an instructor.
